किसान का दर्द समझो Understand Pain of The FarmerBy समाजसेवी वनिता कासनियां पंजाब,कोई जालन्धर से देसी घी की पिन्नियां भेज रहा है तो कोई होशियारपुर से मट्ठियाँ। जींद के जुलाना ब्लाक के गाँवों से कविंटलों में लड्डू जा रहें है। मुक्तसर कुलार के कुछ युवा टिकरी सीमा पर डटे हुए किसानों के लिए वॉटर प्रूफ़ टैंट ले कर गए हैं। दिसम्बर की ठिठुरती सर्दी में अनगिनत किसान खुले आकाश के नीचे सोने के लिए मजबूर हैं इसलिए फतेहगढ़ साहिब से 3000 कम्बल भेजे गए हैं। कोई मुफ़्त में लंगर लगा रहा है तो मानसा के सिविल अस्पताल के डाक्टर मुफ़्त मैडिकल कैम्प लगाए हुए है। मौड़ मंडी के एक पेट्रोल पम्प का मालिक आन्दोलन के लिए जा रहे किसानों के ट्रेक्टरों में मुफ़्त डीज़ल डाल रहा है। पंजाब में विशेष तौर पर कलेक्शन सेंटर बन चुकें हैं जहाँ दिल्ली सीमा पर पहुँचाने के लिए आटा, चावल, दाल की बोरियाँ भेजी जा रहीं हैं। कुरूक्षेत्र से बिसलेरी से भरा कैंटर लेकर कुछ युवक पहुँच चुकें हैं। कई काजू और बादाम तक पहुँचा रहें है ताकि ‘साडे वीरां विच ताकत आवे ते ठंड घट लग्गे’।कई किसान अपने घरों को ताले लगा कर दिल्ली सीमा की तरफ़ कूच कर गए हैं और खेत महिलाएँ और बच्चे सम्भाल रहें है। हरियाणा के गाँव वाले लंगर लगा रहें है या सामान भेज रहें हैं। हरियाणा की 50 से अधिक खाप पंचायतों ने किसानों के समर्थन की घोषणा की है। सिंघू बार्डर पर न कोई जात पूछ रहा है, न धर्म, न प्रदेश की बात हो रही है और न ही राजनीति हो रही है। पूरा आन्दोलन शांतिमय और अराजनैतिक है। निहंग सेना सुरक्षा पर नज़र रखे हुए है ताकि असमाजिक तत्व शरारत न करें। राजनेताओं को तो किसान अपने मंच से बोलने भी नही देते। जनसमर्थन का ऐसा सैलाब बहुत देर के बाद देखने को मिला है। जिस तरह किसानों को हरियाणा सीमा पर रोकने की कोशिश की गई और इस सर्दी में उन पर पानी की बौछार की गई उससे उनके प्रति भारी सहानुभूति है। कुछ लोग जिस तरह इस आन्दोलन को बदनाम करने की कोशिश कर रहें है उसने मामला और जटिल बना दिया है। बदनाम करने के लिए उन्हें ‘खालिस्तानी’ कहा गया, ‘नक्सल’ और ‘टुकड़े टुकड़े गैंग’ कहा गया। इनमें एक महिला किसान नेता हरिन्दर कौर बिंदु भी है। जब वह केवल 13 वर्ष की थी तो उनके पिता मेघराज भगतुआना की बब्बर खालसा ने हत्या कर दी थी। आज हरिन्दर कौर पूछतीं हैं कि वह खालिस्तानी हो गईं? इस आन्दोलन में बहुत से ऐसे परिवार शामिल है जिन्होंने उस वक़्त देश तोड़ने की माँग का विरोध किया था और कीमत चुकाई थी। अफ़सोस है कि मीडिया का एक वर्ग शिकारी कुत्तों में परिवर्तित हो चुका है जो उनके ख़िलाफ़ टूट पड़ता है जिन्हें वह अपने मालिकों का विरोधी समझतें हैं। आज जो किसान आन्दोलन कर रहें हैं उन्हीं के बेटे सीमा पर देश की सुरक्षा के लिए डटे हुएँ हैं। इसी तरह 85 वर्ष की माता महेंद्र कौर का मज़ाक़ उड़ाने की कोशिश की गई। क्या तमीज़ बिलकुल ख़त्म हो गई? क्या नज़र नही आता कि अपना घर बार खेत सब छोड़ कर किस मजबूरी में किसान यहाँ पहुँचें है? और खालिस्तान का हौवा उठा कर देश के बाहर सदा तैयार बैठे शरारती तत्वों को मौक़ा क्यों दिया जा रहा है जबकि यह किसी तरह की कोई साज़िश नही, शुद्ध किसान आन्दोलन है। मेरा तो मानना है कि इस आन्दोलन पर खालिस्तानी का लेबल चिपकाने वाले ख़ुद देश-विरोधी हैं।सरकार कहती है कि इन नए क़ानून से कृषि के क्षेत्र में क्रान्ति आ जाएगी। पर क्या सरकार किसान से अधिक जानती है कि उसके हित में क्या है या किसानी को किस से फ़ायदा होगा? जिस क़दम को उपर से थोपना हो उसे ‘रिफार्म’ क़रार दिया जाता है ताकि कोई विरोध न कर सकेऔर तोते की तरह मीडिया का एक वर्ग भी ‘रिफार्म’, ‘रिफार्म’ रटता जाता है। हर आर्थिक क़दम जो बिग बिज़नेस की मदद करता है सुधार नही होता। क्या नोटबंदी ‘रिफार्म’ थी जैसे तब प्रस्तुत किया गया? अगर सुधार था तो करोड़ों रोज़गार क्यों प्रभावित हुए और लाखों धंधे क्यों बंद हो गए? नीति आयोग के प्रमुख अमिताभ कांत का तो कहना है कि ‘देश में बहुत अधिक लोकतन्त्र रिफार्म के रास्ते में रूकावट है’। वह यहाँ क्या चाहते हैं, अधिक तानाशाही और निजी अधिकारों का हनन? इन कथित ‘रिफार्म’ को लेकर भी किसान इसीलिए इतना आशंकित है और शकील बदायूनी को दोहराता प्रतीत होता है, मुझे छोड़ दे मेरे हाल पर तेरा क्या भरोसा चारागर, यह तेरी नवाजिश-ए-मुख़्तसर मेरा दर्द और बढ़ा न दे !किसान की घबराहट है कि इस चिकित्सक का नुस्ख़ा उसकी तकलीफ़ और बढ़ा देगा। वह घबरा रहा है कि उनके बाज़ार में बड़े बड़े औद्योगिक घराने घुस जाएँगे और यह मगरमच्छ उन्हें निगल जाएँगे। किसान समझतें हैं कि एक दिन सरकार बीच से हट जाएगी और वह बिग बिसनस के पंजे में फँस जाऐंगे। पश्चिम में भी किसान शिकायत कर रहें है कि वॉलमार्ट और टैस्को जैसी कम्पनियाँ उन्हें दबा रहीं हैं। कृषि मंत्री कह तो रहें हैं कि एमएसपी ख़त्म नही होगी पर इसे क़ानूनन अनिवार्य बनाने को तैयार नही। किसान का सीधा सवाल है कि अगर मंडी सिस्टम बंद हो गया या कमज़ोर पड़ गया और सरकारी ख़रीद बंद हो गई तो एमएसपी की गारंटी कौन देगा? चंडीगढ़ से विशेषज्ञ प्रमोद कुमार लिखतें हैं, “इसमें कोई शक नही कि इन क़ानूनों से कृषि और कार्यकुशल बन जाएगी पर इस से किसान हाशिए पर धकेल दिए जाएँगे। अर्थात चाहे कृषि का विकास हो पर किसान बर्बाद हो सकता है”।खेत छोटे हो गए और खेती लाभदायक नही रही। किसान समझता है कि जो कुछ बचा है उसे भी छीनने का प्रयास हो रहा है और उसकी आने वाली पीढ़ियों का भविष्य खतरें में है। लॉकडाउन के बाद कृषि एक मात्र सेक्टर था जिसने घाटा नही दिखाया था अब उस पर भी कोरोना के मध्य में सरकार ने अनिश्चितता की तलवार लटका दी हैं। भविष्य के प्रति किसान की जो सामूहिक घबराहट है उसी का प्रदर्शन हम दिल्ली के आसपास देख रहें हैं। जिस तरह उनसे सलाह किए बिना धड़ाधड़ यह क़ानून बनाए गए उसने आशंका को और बल दिया है। आख़िर अध्यादेश लाने की क्या जल्दी या ज़रूरत थी? संसद में सामान्य विधेयक क्यों नही पेश किया गया? मामला अवर समिति को भेजा जा सकता था और वहाँ पूरी बहस हो सकती थी। फिर राज्य सभा में ध्वनि मत से इसे पास करवाया गया। सब की सहमति लेने का प्रयास क्यों नही किया गया? पंजाब में दो महीने प्रदर्शन चलते रहे पर केन्द्र सरकार उस वक़्त तक हरकत में नही आई जब तक किसान दिल्ली के दरवाज़े तक नही पहुँच गए। जब मैं यह लिख रहा हूँ तब तक बैठकों का कोई नतीजा नही निकला दोनों अड़े हुए हैं पर केन्द्र सरकार को अपनी बन रही छवि के प्रति चिन्तित होना चाहिए। यह प्रभाव फैल रहा है कि सरकार को किसान,खेत मज़दूर, आढ़तियों और छोटे दुकानदारों की चिन्ता नही। अभी तक कृषि क्षेत्र और किसान के लिए सरकार ने जो भी किया उस पर पानी फिर गया है। लोकतन्त्र में ऐसा बड़ा क़दम उठाने का एक क़ायदा है,पर सरकार विरोध के प्रति अधीरता और असहिष्णुता का प्रदर्शन कर रही है। केवल एक्सपर्ट राय काफ़ी नही। संघीय ढाँचे मे प्रांतों से भी बात होनी चाहिए विशेष तौर पर जब कृषि जैसे क्षेत्र में बुनियादी परिवर्तन करना हो। जरूरी नही कि हर मामले में भारी बहुमत वाली सरकार ही सही हो।सरकार ने किसानों के आक्रोश और उनकी चिन्ता की गहराई को नही समझा परिणाम है कि यह अब जनआंदोलन में बदल गया है। सरकार को इसे प्रतिष्ठा का सवाल नही बनाना चाहिए और सारे मामले पर ठंडे दिमाग़ से पुनर्विचार करना चाहिए। अपने लोगों की माँग मानने में प्रतिष्ठा का हनन नही होता। 19 नवम्बर के अपने लेख में ‘यह गतिरोध टूटना चाहिए’ में मैने लिखा था, “यह भी याद रखना चाहिए कि किसान की आन्दोलन करने की क्षमता बहुत है। उसे न ऐ सी चाहिए न हीटर…उसे समझा बुझा कर शांत करने की ज़रूरत है”। लेकिन पहले सरकार ने इस तरफ़ देखा ही नही। अब यह लड़ाई वह जीत नही सकते। अगर सरकार झुकती नही और निराश किसान वापिस घरों को लौट जाते हैं तो भी सरकार और भाजपा की ग़रीब हितैषी छवि को भारी धक्का पहुँचेगा।सरकार को समय की नज़ाकत को समझना चाहिए। राजहठ छोड़ किसान को गले लगाने की ज़रूरत है और उसकी शंकाएँ ख़त्म करनी चाहिए चाहे इसके लिए यह क़ानून निरस्त क्यों न करने पड़ें। फिर से संवाद शुरू कर नया कानून लाया जा सकता है। एमएसपी को क़ानूनी जामा पहनाना होगा यह देखते हुए कि दुनिया का हर देश, अमेरिका समेत, किसान को सब्सिडी देता है।प्लेट में पड़ा भोजन किसी भी देश में मुक्त बाज़ार का उत्पाद नही है,हर देश में उसके पीछे सरकारी सहयोग है। फिर हमारी सरकार हाथ पीछे क्यों खींचे या यह प्रभाव क्यों दे कि वह हाथ खींचना चाहती है? In the cold winter of December, countless farmers are forced to sleep under the open sky, so 3000 blankets have been sent from Fatehgarh Sahib. If someone is anchoring for free, then the doctor of the Civil Hospital, Mansa is setting up a free medical camp. The owner of a petrol pump in Maud Mandi is putting free diesel in the tractors of the farmers going for the movement. A special collection center has been set up in Punjab where sacks of flour, rice and pulses are being sent to the Delhi border. Some youths have reached Kurukshetra by carrying a canter full of bisleri. Many cashews and almonds are being transported so that 'Sade Veeran Witch Shakti Awa Te Thag Ghatge' Many farmers have migrated towards Delhi border by locking their homes and farm women and children are taking care of them. Villagers of Haryana are setting up anchors or sending goods. More than 50 Khap Panchayats of Haryana have announced support for farmers. No caste is asking on the border, neither religion nor state is being talked about nor politics is happening. The entire movement is peaceful and apolitical. The Nihang army is keeping an eye on security so that anti-social elements do not mischief. Farmers do not even allow politicians to speak from their platform. Such an influx of public support has been seen after a long time. The way the farmers tried to stop on the Haryana border and the water was showered on them this winter, they are deeply sympathetic to them. The way some people are trying to discredit this movement has made the matter more complicated. They were called 'Khalistani', 'Naxals' and 'Crumbling Gangs' for defaming them. There is also a woman farmer leader Harinder Kaur Bindu. When she was only 13, her father Meghraj Bhagatuana was murdered by Babbar Khalsa. Today Harinder Kaur asks if she has become Khalistani? Many such families are involved in this movement, who at that time opposed the demand to break the country and paid the price. It is a pity that a section of the media has turned into hunter dogs which break up against those whom they consider to be antagonists of their owners. Today, the sons of the farmers who are agitating, are standing on the border for the safety of the country. Similarly, an attempt was made to make fun of 85-year-old mother Mahendra Kaur. Is the tameez completely over? Do you not see the compulsion of farmers to leave their fields all the time? And why are the mischievous elements of Khalistan always getting ready outside the country to be given a chance when it is a pure peasant movement, with no conspiracy of any kind. I believe that the people who label Khalistani on this movement are anti-national. The government says that these new laws will revolutionize agriculture. But does the government know more than the farmer what is in his interest or what will the farmer benefit from? The step that has to be imposed from above is given a 'reform' so that no one can resist, and like parrots, a section of the media also riffs on 'reform'. Not every financial step that helps big business improves. Was the demonetisation ‘reform’ as it was then presented? If there was improvement, then why millions of jobs were affected and why millions of businesses were shut down? The head of NITI Aayog, Amitabh Kant, says that 'there is a hindrance in the way of too much democratic reform in the country'. What does he want here, more dictatorship and violation of personal rights? The farmer is so apprehensive about these alleged reforms and Shakeel seems to repeat Badauni, Leave me, how can you trust me? May this your Nawazish-e-Mukhtasar not aggravate my pain! The farmer is worried that the prescription of this doctor will increase his problem further. He is worried that big industrial houses will enter his market and this crocodile will swallow them. Farmers think that one day the government will move out of the middle and they will be trapped in the claws of Big Business. Farmers in the West are also complaining that companies like Walmart and Tasco are suppressing them. The Agriculture Minister is saying that the MSP will not end but it is not ready to make it mandatory by law. The farmer has a direct question that if the mandi system is shut down or weakened and the government purchase is stopped then who will guarantee the MSP? Expert Pramod Kumar from Chandigarh writes, "There is no doubt that these laws will make agriculture more efficient but farmers will be pushed to the margins. That is, even if agriculture is developed, the farmer can be ruined ”. The fields became small and farming was not profitable. The farmer understands that what is left is also trying to snatch it and the future of his future generations is in danger. After the lockdown, agriculture was the only sector that did not show a deficit, now the government has hung a sword of uncertainty in the middle of Corona. We are seeing a demonstration of the collective nervousness of farmers towards the future around Delhi. The way the law was created without consulting them, it has added to the apprehension. What was the hurry or need to bring the ordinance? Why was the General Bill not introduced in Parliament? The matter could have been referred to the Under Committee and there could have been a whole debate. Then it was passed in the Rajya Sabha by voice vote. Why was there no attempt to get everyone's consent? Demonstrations continued for two months in Punjab, but the central government did not act until the farmers reached the doors of Delhi. While I am writing this, the results of the meetings did not come up, both are adamant, but the central government should be concerned about the image it is making. The effect is spreading that the government is not concerned about farmers, farm laborers, jobbers and small shopkeepers. So far, whatever has been done by the government for the agriculture sector and the farmer, water has receded. There is a way to take such a big step in democracy, but the government is showing impatience and intolerance towards opposition. Expert opinion is not enough. There should also be talks with the provinces in the federal structure, especially when basic changes have to be made in an area like agriculture. It is not necessary that only the government with an overwhelming majority in every case is right. The government did not understand the indignation of the farmers and the depth of their concern. The result is that it has now turned into a mass movement. The government should not make it a question of prestige and should reconsider the whole issue with a cold head. There is no breach of reputation in accepting the demands of its people. In my article of 19 November, 'This deadlock must be broken' I wrote, "It should also be remembered that the farmer has a lot of ability to agitate. He does not want AC or heater… he needs to calm down by explaining it ”. But at first the government did not look this way. Now he cannot win this battle. Even if the government does not bow down and the frustrated farmers return to their homes, the poor and friendly image of the government and the BJP will get a big shock. The government should understand the fragility of time. There is a need to embrace the farmer and leave his doubts, even if he has to cancel this law for this. New legislation can be introduced by starting dialogue again. The MSP will have to legally legalize that given that every country in the world, including the US, subsidizes the farmer. Food in the plate is not the product of free market in any country, every country has government support behind it. Then why should our government pull back or give the impression that it wants to pull out? The farmer is inherently anti-system, he has to be brought along by explaining it, it cannot be celebrated by raining water on it. There is no need to understand the pain of the colorful opposition, the pain of the farmer needs to be understood. Will the government bow down to alleviate the pain of its people and win their hearts?

इन कथित ‘रिफार्म’ को लेकर भी किसान इसीलिए इतना आशंकित है और शकील बदायूनी को दोहराता प्रतीत होता है, मुझे छोड़ दे मेरे हाल पर तेरा क्या भरोसा चारागर, यह तेरी नवाजिश-ए-मुख़्तसर मेरा दर्द और बढ़ा न दे !किसान की घबराहट है कि इस चिकित्सक का नुस्ख़ा उसकी तकलीफ़ और बढ़ा देगा। वह घबरा रहा है कि उनके बाज़ार में बड़े बड़े औद्योगिक घराने घुस जाएँगे और यह मगरमच्छ उन्हें निगल जाएँगे। किसान समझतें हैं कि एक दिन सरकार बीच से हट जाएगी और वह बिग बिसनस के पंजे में फँस जाऐंगे। पश्चिम में भी किसान शिकायत कर रहें है कि वॉलमार्ट और टैस्को जैसी कम्पनियाँ उन्हें दबा रहीं हैं। कृषि मंत्री कह तो रहें हैं कि एमएसपी ख़त्म नही होगी पर इसे क़ानूनन अनिवार्य बनाने को तैयार नही। किसान का सीधा सवाल है कि अगर मंडी सिस्टम बंद हो गया या कमज़ोर पड़ गया और सरकारी ख़रीद बंद हो गई तो एमएसपी की गारंटी कौन देगा? चंडीगढ़ से विशेषज्ञ प्रमोद कुमार लिखतें हैं, “इसमें कोई शक नही कि इन क़ानूनों से कृषि और कार्यकुशल बन जाएगी पर इस से किसान हाशिए पर धकेल दिए जाएँगे। अर्थात चाहे कृषि का विकास हो पर किसान बर्बाद हो सकता है”।खेत छोटे हो गए और खेती लाभदायक नही रही। किसान समझता है कि जो कुछ बचा है उसे भी छीनने का प्रयास हो रहा है और उसकी आने वाली पीढ़ियों का भविष्य खतरें में है। लॉकडाउन के बाद कृषि एक मात्र सेक्टर था जिसने घाटा नही दिखाया था अब उस पर भी कोरोना के मध्य में सरकार ने अनिश्चितता की तलवार लटका दी हैं। भविष्य के प्रति किसान की जो सामूहिक घबराहट है उसी का प्रदर्शन हम दिल्ली के आसपास देख रहें हैं। जिस तरह उनसे सलाह किए बिना धड़ाधड़ यह क़ानून बनाए गए उसने आशंका को और बल दिया है। आख़िर अध्यादेश लाने की क्या जल्दी या ज़रूरत थी? संसद में सामान्य विधेयक क्यों नही पेश किया गया? मामला अवर समिति को भेजा जा सकता था और वहाँ पूरी बहस हो सकती थी। फिर राज्य सभा में ध्वनि मत से इसे पास करवाया गया। सब की सहमति लेने का प्रयास क्यों नही किया गया? पंजाब में दो महीने प्रदर्शन चलते रहे पर केन्द्र सरकार उस वक़्त तक हरकत में नही आई जब तक किसान दिल्ली के दरवाज़े तक नही पहुँच गए। जब मैं यह लिख रहा हूँ तब तक बैठकों का कोई नतीजा नही निकला दोनों अड़े हुए हैं पर केन्द्र सरकार को अपनी बन रही छवि के प्रति चिन्तित होना चाहिए। यह प्रभाव फैल रहा है कि सरकार को किसान,खेत मज़दूर, आढ़तियों और छोटे दुकानदारों की चिन्ता नही। अभी तक कृषि क्षेत्र और किसान के लिए सरकार ने जो भी किया उस पर पानी फिर गया है। लोकतन्त्र में ऐसा बड़ा क़दम उठाने का एक क़ायदा है,पर सरकार विरोध के प्रति अधीरता और असहिष्णुता का प्रदर्शन कर रही है। केवल एक्सपर्ट राय काफ़ी नही। संघीय ढाँचे मे प्रांतों से भी बात होनी चाहिए विशेष तौर पर जब कृषि जैसे क्षेत्र में बुनियादी परिवर्तन करना हो। जरूरी नही कि हर मामले में भारी बहुमत वाली सरकार ही सही हो।सरकार ने किसानों के आक्रोश और उनकी चिन्ता की गहराई को नही समझा परिणाम है कि यह अब जनआंदोलन में बदल गया है। सरकार को इसे प्रतिष्ठा का सवाल नही बनाना चाहिए और सारे मामले पर ठंडे दिमाग़ से पुनर्विचार करना चाहिए। अपने लोगों की माँग मानने में प्रतिष्ठा का हनन नही होता। 19 नवम्बर के अपने लेख में ‘यह गतिरोध टूटना चाहिए’ में मैने लिखा था, “यह भी याद रखना चाहिए कि किसान की आन्दोलन करने की क्षमता बहुत है। उसे न ऐ सी चाहिए न हीटर…उसे समझा बुझा कर शांत करने की ज़रूरत है”। लेकिन पहले सरकार ने इस तरफ़ देखा ही नही। अब यह लड़ाई वह जीत नही सकते। अगर सरकार झुकती नही और निराश किसान वापिस घरों को लौट जाते हैं तो भी सरकार और भाजपा की ग़रीब हितैषी छवि को भारी धक्का पहुँचेगा।सरकार को समय की नज़ाकत को समझना चाहिए। राजहठ छोड़ किसान को गले लगाने की ज़रूरत है और उसकी शंकाएँ ख़त्म करनी चाहिए चाहे इसके लिए यह क़ानून निरस्त क्यों न करने पड़ें। फिर से संवाद शुरू कर नया कानून लाया जा सकता है। एमएसपी को क़ानूनी जामा पहनाना होगा यह देखते हुए कि दुनिया का हर देश, अमेरिका समेत, किसान को सब्सिडी देता है।प्लेट में पड़ा भोजन किसी भी देश में मुक्त बाज़ार का उत्पाद नही है,हर देश में उसके पीछे सरकारी सहयोग है। फिर हमारी सरकार हाथ पीछे क्यों खींचे या यह प्रभाव क्यों दे कि वह हाथ खींचना चाहती है? किसान स्वभावत: व्यवस्था विरोधी होता है उसे समझाकर साथ लेजाना पड़ता है उस पर पानी बरसा उसे मनाया नही जा सकता। रंग बिरंगे विपक्ष की चिन्ता नही, किसान का दर्द समझने की ज़रूरत है। क्या अपने लोगों का दर्द मिटाने और उनके दिल जीतने के लिए सरकार झुकेगी ?Understand the pain of the farmer Understand Pain of the Farmer By socialist Vanita Kasani Punjab, Some people are sending pinches of desi ghee from Jalandhar and some from Hoshiarpur. Laddoos are going to the poets from the villages of Julana block of Jind. Some youths of Muktsar Kular have carried water-proof tents for the peasants who have settled on the Tikari border. In the cold winter of December, countless farmers are forced to sleep under the open sky, so 3000 blankets have been sent from Fatehgarh Sahib. If someone is anchoring for free, then the doctor of the Civil Hospital, Mansa is setting up a free medical camp. The owner of a petrol pump in Maud Mandi is putting free diesel in the tractors of the farmers going for the movement. A special collection center has been set up in Punjab where sacks of flour, rice and pulses are being sent to the Delhi border. Some youths have reached Kurukshetra by carrying a canter full of bisleri. Many cashews and almonds are being transported so that 'Sade Veeran Witch Shakti Awa Te Thag Ghatge' Many farmers have migrated towards Delhi border by locking their homes and farm women and children are taking care of them. Villagers of Haryana are setting up anchors or sending goods. More than 50 Khap Panchayats of Haryana have announced support for farmers. No caste is asking on the border, neither religion nor state is being talked about nor politics is happening. The entire movement is peaceful and apolitical. The Nihang army is keeping an eye on security so that anti-social elements do not mischief. Farmers do not even allow politicians to speak from their platform. Such an influx of public support has been seen after a long time. The way the farmers tried to stop on the Haryana border and the water was showered on them this winter, they are deeply sympathetic to them. The way some people are trying to discredit this movement has made the matter more complicated. They were called 'Khalistani', 'Naxals' and 'Crumbling Gangs' for defaming them. There is also a woman farmer leader Harinder Kaur Bindu. When she was only 13, her father Meghraj Bhagatuana was murdered by Babbar Khalsa. Today Harinder Kaur asks if she has become Khalistani? Many such families are involved in this movement, who at that time opposed the demand to break the country and paid the price. It is a pity that a section of the media has turned into hunter dogs which break up against those whom they consider to be antagonists of their owners. Today, the sons of the farmers who are agitating, are standing on the border for the safety of the country. Similarly, an attempt was made to make fun of 85-year-old mother Mahendra Kaur. Is the tameez completely over? Do you not see the compulsion of farmers to leave their fields all the time? And why are the mischievous elements of Khalistan always getting ready outside the country to be given a chance when it is a pure peasant movement, with no conspiracy of any kind. I believe that the people who label Khalistani on this movement are anti-national. The government says that these new laws will revolutionize agriculture. But does the government know more than the farmer what is in his interest or what will the farmer benefit from? The step that has to be imposed from above is given a 'reform' so that no one can resist, and like parrots, a section of the media also riffs on 'reform'. Not every financial step that helps big business improves. Was the demonetisation ‘reform’ as it was then presented? If there was improvement, then why millions of jobs were affected and why millions of businesses were shut down? The head of NITI Aayog, Amitabh Kant, says that 'there is a hindrance in the way of too much democratic reform in the country'. What does he want here, more dictatorship and violation of personal rights? The farmer is so apprehensive about these alleged reforms and Shakeel seems to repeat Badauni, Leave me, how can you trust me? May this your Nawazish-e-Mukhtasar not aggravate my pain! The farmer is worried that the prescription of this doctor will increase his problem further. He is worried that big industrial houses will enter his market and this crocodile will swallow them. Farmers think that one day the government will move out of the middle and they will be trapped in the claws of Big Business. Farmers in the West are also complaining that companies like Walmart and Tasco are suppressing them. The Agriculture Minister is saying that the MSP will not end but it is not ready to make it mandatory by law. The farmer has a direct question that if the mandi system is shut down or weakened and the government purchase is stopped then who will guarantee the MSP? Expert Pramod Kumar from Chandigarh writes, "There is no doubt that these laws will make agriculture more efficient but farmers will be pushed to the margins. That is, even if agriculture is developed, the farmer can be ruined ”. The fields became small and farming was not profitable. The farmer understands that what is left is also trying to snatch it and the future of his future generations is in danger. After the lockdown, agriculture was the only sector that did not show a deficit, now the government has hung a sword of uncertainty in the middle of Corona. We are seeing a demonstration of the collective nervousness of farmers towards the future around Delhi. The way the law was created without consulting them, it has added to the apprehension. What was the hurry or need to bring the ordinance? Why was the General Bill not introduced in Parliament? The matter could have been referred to the Under Committee and there could have been a whole debate. Then it was passed in the Rajya Sabha by voice vote. Why was there no attempt to get everyone's consent? Demonstrations continued for two months in Punjab, but the central government did not act until the farmers reached the doors of Delhi. While I am writing this, the results of the meetings did not come up, both are adamant, but the central government should be concerned about the image it is making. The effect is spreading that the government is not concerned about farmers, farm laborers, jobbers and small shopkeepers. So far, whatever has been done by the government for the agriculture sector and the farmer, water has receded. There is a way to take such a big step in democracy, but the government is showing impatience and intolerance towards opposition. Expert opinion is not enough. There should also be talks with the provinces in the federal structure, especially when basic changes have to be made in an area like agriculture. It is not necessary that only the government with an overwhelming majority in every case is right. The government did not understand the indignation of the farmers and the depth of their concern. The result is that it has now turned into a mass movement. The government should not make it a question of prestige and should reconsider the whole issue with a cold head. There is no breach of reputation in accepting the demands of its people. In my article of 19 November, 'This deadlock must be broken' I wrote, "It should also be remembered that the farmer has a lot of ability to agitate. He does not want AC or heater… he needs to calm down by explaining it ”. But at first the government did not look this way. Now he cannot win this battle. Even if the government does not bow down and the frustrated farmers return to their homes, the poor and friendly image of the government and the BJP will get a big shock. The government should understand the fragility of time. There is a need to embrace the farmer and leave his doubts, even if he has to cancel this law for this. New legislation can be introduced by starting dialogue again. The MSP will have to legally legalize that given that every country in the world, including the US, subsidizes the farmer. Food in the plate is not the product of free market in any country, every country has government support behind it. Then why should our government pull back or give the impression that it wants to pull out? The farmer is inherently anti-system, he has to be brought along by explaining it, it cannot be celebrated by raining water on it. There is no need to understand the pain of the colorful opposition, the pain of the farmer needs to be understood. Will the government bow down to alleviate the pain of its people and win their hearts?
